Fixed the end-of-regroup reconcile skipping code not triggering a true reconcile for the end-of-game detection to work. As a result, re-enabled the flag for PC formats.

Deck inspection post-game
...
- Added a GAME_ENDED event which fires after the game has ended
- After the game has ended, the server sends all of the remaining cards in a player's draw deck to the client
- The client triggers on the GAME_ENDED signal to enable a new deck view similar to the existing zones, which captures all those ending cards for inspection

Added a fourth UI pile for showing all cards which have been removed from the game. This was supposed to be public information for all sides, but was incorrectly handled as private info.

...
- Added support for public discard piles on a per-format basis.
- Altered the "removed" pile to be public info.
- Altered handling of the end-game-at-reconcile option to not actually require the reconcile.
- Altered the PC formats to make discard piles public and to end the game after regroup actions
