Restructured the setup portion of the test rig
...
- Test rig now supports setting up a starting fellowship properly and performing mulligans, if this is necessary
- As a result of this, if your test is sensitive to the order of the deck, you will need to perform the deck-stacking after StartGame is called
- Adjusted a bunch of unit tests to fit the new requirements.
